$Text,4. If you need to row a boat out to the victim, hand the victim an oar to pull to safety, or let the victim hold on to the back of the boat and row to shore.
$Text,5. If a neck or back injury is suspected, place some type of board under the head and back to keep the victim from moving.  Lift the victim out of the water on the board.
